War is one of, if not the, ultimate social disease. As a medical doctor studies the diseases of the body, so must one who seeks to "cure" wars study the absence of peace of the past. To prevent wars it is not important to study military tactics, as the medical doctor rarely needs to study the consequence of the absence of a liver. What is of interest is preventing loss of liver function in the first place, and/or quickly restoring/replacing its function.

One can look at war as a series of phases. There are 'the beginnings of war', 'the prosecution of war', 'the end of the war', and 'the period between wars'. Another way to describe the same four phases is 'the breakdown of peace', 'the absence of peace', 'the resumption of peace', and 'the maintenance of peace'.

War is an imprecise way to solve anything.
